The expression comes from a rural irrigation story. In a village where one river supplied water to all fields, irrigation had to be done in turn. One clever but dishonest farmer secretly dug a small canal from the river to his own field. To prevent others from noticing, he covered the canal with straw.

From the outside, everything looked normal. But underneath the straw, water was quietly flowing into his land. Over time, his field became greener while others suffered from lack of water. When the hidden canal was discovered, villagers realized he had been “making water flow under the straw.”

This simple agricultural image became a lasting metaphor for concealed action and quiet manipulation.
